Although federal storm water management requirements are nothing new, some smaller towns are beginning to feeling the pinch of the cost of the mandates.
The cities of Clemson, Pendleton and Central are being required to review procedures that provide for the monitoring and testing of storm water run-off into creeks and waterways beginning in 2011, said Jill Miller of the non-profit South Carolina Rural Water Association.
